Your request for "[a]ny and all invoices, checks, orders, receipts and/or any other document that indicates the adoption, purchase, utilization, and/or instalation [sic] of software from August 23, 2017 to August 23, 2019" cannot be fulfilled because it is too broad and overly burdensome. The Public Records Law requires the custodian to assert in writing within three days that a requested record is exempt from disclosure and why. See La. Rev. Stat. § 44:32D. Your request does not state with enough specificity the records you seek. Because your request is so broad, the custodian cannot ensure that the records it compiles in response to your request will include all responsive records, and therefore cannot anticipate which exceptions to the Public Records Law apply to your request.
Please note that the Public Records Law exempts from disclosure police department "[r]ecords containing . . . investigative technical equipment or instructions on the use thereof." La. Rev. Stat. § 44:3A(3).
Additionally, "any documentary material of a security feature of a public body’s electronic data processing system, information technology system, telecommunications network, or electronic security system, including hardware or software security, password, or security procedure, process, configuration, software, and code is not a 'public record'." La. Rev. Stat. § 44:A2(b).
