The Department of Code Enforcement has compiled the administrative judgments that it has available. The Department noted that some of the cases were abated prior to the administrative hearing, and therefore there are no administrative judgments for those cases. The Department stated that any file you requested that was not provided, does not have an administrative judgment. With regard to your second request for a "certification of no appeal", the Department of Code Enforcement has no records. Notably, the Public Records Law does not require the custodian to create a document to satisfy a request.  See Nungesser v. Brown95-3005 (La. 2/16/96); 667 So. 2d 1036, 1037.  See also La. Op. Att’y Gen. 1996-97 (July 3, 1996); La. Op. Att’y Gen. 97-328 (July 27, 1997). Therefore, with regard to your request for a certification of no appeal, the City has no responsive records.
